Voters in the town of Cripple Creek soundly rejected the
school construction bond measure that was on the ballot
in fall of 2005. The district serves a fairly low income
population--63% of its students qualify for free or reduced
lunch--and with such tight household budgets they could
not be convinced to increase their property taxes. The bond
measure would have provided the needed funds to renovate
the aging junior/senior high school. With few options, the
district plans on reviewing and revising its bond measure
and asking its voters again in 2007. This time, it will
forego aspirations for such luxuries as an auditorium or
gymnasium and instead plan on renovating and repairing the
existing 31-year-old building despite the obvious inefficiencies
involved in investing substantial funds into an already
old facility. The building needs replacement or substantial
repair of all major systems: HVAC, plumbing, electric, technology
and lighting. The junior high is located in the basement
and can only be reached through a separate outside entry
down a steep embankment that is not handicap accessible.
